  The Nitrates directive (Directive 91/676)

The growing public concern about steadily increasing nitrate concentrations in drinking water resources, and disturbance of aquatic ecosystems by eutrophication were the trigger for action to improve water quality.

Therefore, in 1991, the EU member states adopted the Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nutrients (nitrates and phosphates) from agricultural sources (the Nitrates Directive). The Directive requires that member states designate vulnerable zones and implement action programmes and prescribed measures for reducing pollution by nitrates from agriculture in these areas.
