He holds a MSc in Limnology (on the impact of acid precipitation on high mountain watercourses), University of Oslo, and a BA from the Universities of Neuchâtel (Switzerland) and Oslo (Norway). He has fourteen years of experience with management and research linked to monitoring and abatement plans of fresh- and marine waters, both nationally and internationally, mostly linked to eutrophication issues.

He worked for six years as Deputy Secretary of the Oslo and Paris Commissions (1989-1995), mainly with activities linked to land-based pollution sources, such as the most important industrial sectors and offshore industry, as well as nutrient related issues. He therefore has a wide international experience with work linked to activities within organisations such as OSPAR and the EC. He was part of the core team in the Sino-Norwegian project “Surveillance of the Water Quality in the Songhua River System in Heilongjiang Province, P.R. of China” (1996-2000), with the responsibility for the Abatement Strategy part of the project. He chaired the work of the HARP Group that developed the HARP Guidelines on the quantification and reporting on discharges and losses of nutrients from point and diffuse sources (1996-1999), as well as the Working Group that developed the HARP-HAZ Guidelines on hazardous substances (1998-1999).
